The Treasurer is responsible for overseeing LCBA’s money, accounts, financial records, budgets and financial reporting. The Treasurer should make sure funds are used only for the purposes of the association and that spending decisions are properly authorised.

What is expected of the person in the role:
  • Maintain accurate financial records.
  • Monitor income, expenditure and bank balances.
  • Present regular financial updates to the committee and at each committee meeting.
  • Prepare budgets for events, projects and facilities proposals.
  • Work with the Fundraising Officer on grant applications and fundraising targets.
  • Work with the Events Manager to prepare and monitor event budgets.
  • Work with the Content Creator and Head of Communications and Liaison where fundraising campaigns, printed materials, paid promotions, website costs or event publicity involve spending.
  • Ensure expenses are recorded and approved.
  • Ensure financial decisions follow the constitution and any agreed financial controls.
  • Keep evidence of grants, donations, receipts and expenditure.
  • Prepare end-of-year accounts for members to view.
  • Advise the committee where a project may be financially risky.
  • Ensure no major spending, lease, service agreement, event commitment, facilities commitment or financial commitment is entered into without committee approval.
  • Act as a signatory on LCBA’s bank account and approve transactions in accordance with the constitution, agreed financial controls and committee approval.
  • Attend any relevant training courses needed to fulfil the requirements of the position. 
  • Maintain a good standing in the community and represent LCBA in accordance with all internal policies.
Reports to: 
  • The Chair
  • The  full LCBA Committee.
Deputised by: 
  • The Fundraising Officer may deputise for basic financial updates linked to grants, donations, fundraising targets or project budget information, but should not replace the Treasurer’s role in financial oversight.
  • The Secretary may act as a second authorised signatory where financial authorisation is needed, in line with LCBA’s financial controls.
  • The Chair may provide governance oversight if the Treasurer is unavailable, but should not take over day-to-day financial records unless agreed by the committee.
  • The Events Manager may provide event income, event expenditure and attendance information to support financial records, but should not authorise spending unless agreed by the committee.
Deputises for:
  • The Fundraising Officer where the matter involves grant budgets, financial information, fundraising records, restricted funds, or reporting to funders.
  • The Lancaster Services Facilities Committee lead where the main issue is finance, running costs, budgets, liabilities or financial risk.
  • The Treasurer should not deputise for the Chair, Secretary, Safeguarding and Welfare Officer, Head of Communications and Liaison, Events Manager, Content Creator or Boat Specialist except where financial oversight is needed.
